Eng. Abdullah Awadallah has been building since 1982. Charlie Qassis built his career on major infrastructure programs alongside firms like Bechtel and Siemens. In late 2025, they combined 70+ years of experience into one company.

The founding story

Eng. Abdullah Awadallah and Charlie Qassis both saw the same gap in Jordan’s construction market. Not a lack of contractors. A lack of methodology.

The planning rigor, schedule discipline, and documentation culture that’s standard on major international infrastructure programs barely exists in Jordan’s construction sector. Contractors bid from rough estimates. Schedules dissolve on site. Change orders are how the real pricing happens.

Charlie had spent his career managing mega infrastructure projects, working alongside firms including Bechtel and Siemens. Eng. Abdullah had spent 44 years building across Jordan, Saudi Arabia, and the UAE, including executive delivery of projects exceeding 700 million SAR. Between them, they had the methodology and the regional execution knowledge to build a different kind of contractor.

Eng. Abdullah had been retired for six years. He came back specifically for this.

Green Arrow was incorporated in late 2025 with a simple thesis: apply proven international construction methodology to the Jordanian market. Not as an experiment. As a general contractor that bids, builds, and delivers with the same discipline regardless of project size.

Charlie maintains primary involvement through weekly operations calls and regular travel to Jordan for key project phases. Eng. Abdullah leads day-to-day operations in Amman. The structure is deliberate: international methodology and standards flow from one side, regional execution knowledge and relationships from the other.

Eng. Abdullah Awadallah

Eng. Abdullah Awadallah is a civil engineer whose career began in 1982. Over 44 years, he has built infrastructure across Jordan, Saudi Arabia, and the United Arab Emirates, progressing from field engineering through senior executive roles in mega infrastructure project delivery. In his most recent position, Eng. Abdullah served as Executive Manager handling projects exceeding 700 million SAR. He delivered them on budget and on schedule, at a scale where overruns are measured in millions and delays in quarters. He returned from six years of retirement to co-found Green Arrow. He’d watched the Jordanian market from the outside and saw the same problems he’d spent his career solving: scope gaps, schedule drift, and contractors who bid to win rather than bid to deliver. Based in Amman, Eng. Abdullah leads Green Arrow’s operations: project planning, site supervision, subcontractor coordination, and the technical decisions that determine whether a project stays on track. What Eng. Abdullah brings: 44 years of hands-on construction leadership across three countries, the relationships that come with that tenure, and an institutional memory of how major infrastructure projects actually get delivered.

Charlie Qassis

Co-Founder & Managing Partner

Charlie Qassis is a construction project manager whose career has focused on mega infrastructure project delivery: the planning, coordination, and execution discipline required when projects are too large and too visible to fail. Over his career, Charlie worked alongside firms including Bechtel and Siemens on major infrastructure programs. These were hands-on project management engagements where schedule discipline, documentation rigor, and structured execution were how the work got done. Charlie maintains active professional memberships in LIUNA (Laborers’ International Union of North America) and the AFL-CIO, reflecting direct, ongoing participation in international construction practice and its regulatory frameworks. His role at Green Arrow: ensuring that every project runs on the methods he’s seen work at the highest levels of infrastructure construction. Detailed pre-construction planning, structured contracts, disciplined scheduling, and documentation that leaves nothing to interpretation.

We plan before we build.

Most construction problems are planning problems that surface too late. Green Arrow front-loads the work: quantity takeoffs from construction documents verified against current market rates, Gantt-format critical path scheduling with weekly variance tracking, budget verification, and risk identification. All before equipment arrives on site.

Complete honesty. No surprises.

When something goes wrong on site, Green Arrow tells the client first. Not after it becomes a crisis. Proactively, with a proposed solution in hand. Weekly reports cover schedule status, budget variance, issues encountered, and decisions needed. Problems get the same ink as progress.

We welcome oversight.

Green Arrow works best alongside owner’s representatives, project managers, and independent inspectors. The more eyes on the plan, the fewer surprises.

We execute what we promised.

When the plan is locked, Green Arrow builds to it. No creative interpretation. No quiet substitutions. If something needs to change, we bring it to the client first.

Our methodology

Every Green Arrow project begins with planning before pricing. We build the project on paper first — line by line, quantity by quantity, verified against actual material costs and current subcontractor rates in the Jordanian market.

The methodology continues through contract structure, daily execution discipline, and formal handover. Four phases, each with documented deliverables and client checkpoints.
